Cyclical Re-enrolment - Bureau System Merged

Same as the year-end process button, the perform re-enrolment button should not be visible to on client portal when they are bureau managed. They can press perform cyclical re-enrolment however we get no notifications or visibility that they have done this. They also do not have access to the main pension module tab on their client portal so they cannot manage this process properly and needs to be handled within the bureau system.
