Pay Codes Merged

Pay codes in system should be able to have a custom setting, e.g. pay code has a rate (different to calculated hourly rate), admins then only have to import the hours to be paid. However, when importing hours only, the rate is overridden to zero, even though the import does not contain a rate column.
