Filter out archived clients from Bureau Dashboard Merged

New filter to be added to the bureau dashboard to determine whether or not archived employers should show on the list. By default, only show 'live' clients.

    Hey Liam - We have this planned for our long-term roadmap, and will update this idea once we have a date we are aiming to deliver this by.
