Allow YTD figures to be entered for employees who receive previous pay and tax on their P6

While this currently works for employees who started work in the current tax year, we sometimes receive previous pay and tax on P6 notices for employees who have another job. At the moment, this can't be entered and means manually calculating tax each period.
