Ability to Hide Rows on the Finalisation screen for an individual employer

At present if you hide a row on the finalisation screen it applies for all employers. It would be much more useful if you could hide a row for an individual employer. e.g. If I don't do the banking upload for my client then I might want to hide the row 'x employees to pay by bank transfer ...'
