Admin access for bureau

There needs to be some sort of admin account access for bureau clients. At the moment, if a team member is absent or has login issues and they are the "owner" of a clients payroll there is no way that I'm aware of for anybody else to access this.


We already do add all members of the team as users for each client but with it being a manual process it's very easy for somebody to miss doing this when there are time constraints. There needs to be some sort of functionality for the admin user at the bureau to view all clients we have on our system regardless of who the "owner" of the scheme is, so that we may add/remove access to members of our team for each client as required.
