Processing Notes (payroll) - carried over

At the moment we can only add and process Notes within payrun being processed. If we have something ongoing we must support it by excel checklists that we keep aside. The solution to this could be to have an option to make some Notes as "ongoing" or "active". It means that if we want a note to reoccur in the following payruns automaticaly (when they are open) we could tick it to be carried forward until we mark it as "Archived" (or something like this)
