Council Tax AEO not able to add a fixed amount

Staffology Payroll will not allow me to enter a fixed amount for a Council Tax Attachment of Earnings Order. The local council have asked me to deduct a specific amount per month but the system wont allow this so i have to remember to overwrite the amount deducted every month and could be subject to errors.
