Other Employers before My Employers when i don't have any

The "My Employers" list is empty, because you insist that even as a bureau only the person who has paid for the package can be the owner, as you can't file otherwise. Since i can't have anything in "My Employers" can we have the option to have "Other Employers" first, or some way to sort them ourselves?
