Roles - VERY IMPORTANT Admin/Reviewer/Editor not sufficient for bureau
As a bureau separate roles are needed but the ones available are either too broad or too restrictive. There needs to be a role that enables processing but has less control than an admin user.

Couldn't agree more - we are really struggling with this. An editor can't finalise a payroll or access RTI section but if we give our consultants admin then they can (and have accidentally in some cases) change core settings that have then caused real issues. There needs to be a "payroll processor" role.
