Zero payslips email to staff Merged

Currently Zero pay payslips aren't automatically sent when payslips are emailed. I would have to download the payslips for those employees that have zero pay, and then email them and attach the downloaded payslip as a PDF for the employee to view.

For companies like mine who have employees who work on an adhoc cover basis this would be beneficial.
