Scrolling

What is the issue with scrolling down the page? I thought this had been resolved! Every time I input data for one employee, I have to refresh the page to re-enable to ability to scroll down. I have tried doing this on several companies on several computers over the last few weeks. Please advise. Whilst it is not a huge issue, its very frustrating!
