App Levy - Pay Bill YTD

It will be a good idea to add the Paybill YTD in the Employer Opening Balance screen to enable the user to override the figure.

This is important in cases when the leavers in the current year can not be imported to Staffology specially with large enterprise clients with high staff turnover resulting in incorrect paybill YTD used for App Levy calculation.
